Comprehensive Plan

The Comprehensive Plan establishes coordinated goals, policies and specific actions to guide and manage growth. Community development, investments in infrastructure, and quality of life are strategic elements incorporated into the Comprehensive Plan.

Amendments to the Comprehensive Plan
The purpose of establishing amendments to the Comprehensive Plan ensures the consideration of appropriate goals, policies, and land use designation for the city, while staying consistent with state laws. Amendments to the plan are considered on an annual basis. The most recent amendments occurred in September 2019, specifically, the Economic Vitality Element, and the Town Center Subarea Plan.

Comprehensive Plan Amendment Applications - Docketing Process
Applications to request text or map amendments to Mountlake Terrace’s Comprehensive Plan are accepted annually in the Fall. Evaluations are performed and forwarded for recommendation by the Planning Commission, then to City Council, for consideration as possible inclusion on the annual docket. The Community and Economic Development Department will accept completed applications of a Comprehensive Plan text or a map amendment in the fall of 2022 for possible inclusion on the 2023 Comprehensive Plan Docket.

Applications to amend the City of Mountlake Terrace Comprehensive Plan in 2023 must be submitted in the fall to the City of Mountlake Terrace City Hall, 23204 58 th Avenue W, Mountlake Terrace, WA 98043. Notification of exact dates will precede application deadlines. Fees are applied to applications. Click here to view an application to amend text only. Adoption and Updates of the Comprehensive Plan
Major updates to the Plan are considered at least once every eight years. The City will be preparing for a major review and update for the Comprehensive Plan by June 2024. Specific chapters for the Current Comprehensive Plan are listed to the right. View all city maps on the Maps page.
